JTAPI is used by the UPLINX Phone Control tool to send keystrokes to a phone and to monitor line status. To enable JTAPI access, start the 'Cisco CTI Manager' service in CUCM > 'Cisco Unified Serviceability' > Tools > 'Service Activation'. If you do not run CTI Manager, the tool will not work.

The Cisco CTI Manager service must run on each CUCM that phones register to. The CTI Manager service must run on each CUCM server where the 'Cisco Callmanager' service runs and has phones registered to it.
